Doing a Google search has proven quite difficult for this particular subject (in fact, this very thread is being returned as the number one search result!) It appears that the early weeks of April are the prime bloom time for these flowers, and that the festival you are looking for is called "Fiesta San Antonio." This year, it's from April 7 to April 17.
