Mark, I found it by searching on cable stayed bridges and found the list on Wiki of the longest ones in the world, then looked at the pics of each one in the US till I found it.

If that's NOT the Bitterwater Road, west of the Temblor Range and north of California Valley/Carrizzo Plain NM, it's doing a very good impression of it.Since we all love a good twisting road, I offer this one as a motorcyclist's dream road....

It's not the Bitterwater Road, but you did get the correct state, just need to go a little further north.
