What was really evident in our travels was INCONSISTENCY. For instance, in Salina, KS, on the way east, we found that our hotel's pool and fitness center were closed. Across the highway (I-135) there was another hotel who had a restaurant inside that we used. In that hotel were signs that their pool and fitness center were open under certain conditions. I later inquired if our hotel was in a different county (which would mean different health dept), but the answer was, no. Our hotel's owner said keep it closed, and obviously the HIE owner did differently.

There is inconsistency within the state of Missouri as well. The rural areas are not feeling the pain of COVID, especially in those areas that do not attract tourists. We wore our masks into a small-town restaurant in Fulton, while out with our MO family. We were stared at! Once seated, we all removed our masks. The more touristy areas (such as Lake of the Ozarks) will have a mix of mask-wearers and those that don't. (For the most part, we wore ours when going shopping, filling the tank and needing to go inside the store for a receipt because the pump didn't spit one out. But did not wear one swimming, hiking around the Tan-Tar-A property or around our daughter's neighborhood, etc.) In some cities - STL, KC, or Columbia - masks are mandated.

I know, Rick and Mark, stealing TP is so low!

That inconsistency is exactly what's killing us, by the tens of thousands! One thing that should be abundantly clear at this point is that we cannot rely on any level of government to protect us from ourselves. There are many conflicting opinions out there, but there's only one right course of action: For starters, we should all STAY HOME! Avoid any and all travel away from our residence that is not essential to life and livelihood, and whenever we do venture out, we should WEAR A MASK, and we should STAY SIX FEET AWAY from anyone and everyone! We should AVOID GATHERINGS of any size, especially indoors, and we should WASH OUR HANDS frequently, like it was our new religion!

If everyone in this country did those things, regardless of any local, county, state, or even Federal ordinance; if we all do those things, regardless of what we hear on the local news, or on Fox news, or on Facebook, Instagram, or Twitter; if we all do those things, even it it's inconvenient, or uncomfortable, or contrary to the way we would like things to be? If everyone does those things, all of us, regardless of where we live or where we're going, or what we're thinking? We will beat this thing. If we continue to be INCONSISTENT? Lord help us.

Donna's idea makes more sense - wearing one when you can (like obviously you can't while eating or in water) and when you will be near others. That's basically how the NY rules were written - wear them when you are in a place where you can't stay apart from others. If you are out by yourself (or with just your family), you really don't need one as it isn't going to help anything, and by allowing those breaks it makes it easier to keep it on when in the places where it will be more helpful.
