I often see small dogs tethered to a vehicle with a bowl of water, in rest areas, while their owner is attending to other business. It is not unusual to see an adult or child going up to a friendly dog and making friends. I have never seen or heard of anyone harming a pet or worse. Let's face it, you will only be away for a matter of minutes.
