Need info on Washington DC

I am traveling to DC for NYE and dont really know the area all that well. I would like to stay someplace that is close to sites, bars, etc. but still not too teribily pricey. Any suggestions are appreciated...

General FYI I have only been there once on a last minute school weekend trip. I didnt do much research and found out weeks later that most of the federal buildings are free to enter ( archives etc) I covered all the monuments but didnt think i had enough $ for everything else. Anyway you should check to see just which sites you want to see actually require an entrance fee. (the Arlington cemetary does) Have fun!!
