It looks like some sort of lookout tower. My guess is that it's WWII vintage and is located somewhere along the Pacific coast and used to search for Japanese vessels. The stress is on the "guess".
ETA: Actually it can't be WWII vintage. Not enough concrete. I still think it could be part of a military installation on the west coast though.
It's not on the west coast, but it is west of the Mississippi River.
Clue #1: It was fully manned, complete with snipers and sniper scopes shortly after 9/11.... and once in a while you can still spot someone in there...

This "installation" has a birds-eye view of a notorious section of a US highway, and the immediate area is due for scheduled obsolescence in less than a year...

The picture is of the guard towers overlooking the Hoover Dam. The ones I remember best are on the Arizona side. I suppose the completion of the new bridge and security positions thereon will make the old WWII-era gun positions obsolete.

I love challenges like this - good clues and a location which, as you rightly say, will have been visited by a significant number of people (yes Mark, including me - and I still wouldn't have got it).

Yep, this is the one on the Arizona side, at the top the hill. Until 9/11, there was a trail from the snack house at the parking lot and one could wander up there. But these days, the trail is "closed" and if you wander up there anyways, you'll be met by a very well-armed Federal sharpshooter... Who mildly suggests that your turn around and return to the parking lot!

When my son and I took the "inside the dam" tour in late October 2007, our guide pointed out the pillbox at that time. I recall it being said that the positions were either originally anti-aircraft gun positions or were in addition to same. I knew the pic looked familiar but couldn't put my mental finger upon it until your clue about planned obsolescence came up. I wonder: is that due to the construction of new positions related to the high bridge project?
Immediately following the attacks of 9/11/01, we visited our older son, then a freshman in college and an Army ROTC cadet. Enroute back home we took a side-trip across the Kerr Dam, astride the Roanoke River more or less on the NC/VA border. The National Guard and a plethora of civilian law enforcement was scattered about and the dam access was restricted due to immediate security measures put in place. There is today still an enhanced security environment there.
