George, the tower is located near the 12:00 position of that photo and if you look at the photo link provided above you'll see a ground level view of it!

I'm guessing this is the new City Center in Las Vegas, just recently finished.
Yes, this is located in the new CityCenter development in Las Vegas, NV -- but you need to dig a little deeper to get the other answers.
