Well, based on that clue.... -- the Lab just east of Arco, Idaho? Idaho National Engineering & Environmental Labs Perhaps near the first Atomic Breeder Reactor?

It was actally adjacent to the EBR-1 site... to the left of their front door in actual fact!

Thanks for the link though - I had wondered what all those number were painted on the hillside!!
