Gould was from the Northeast, but was busily building his railroad through the south and promising small towns great wealth and power if they would let him build his railroads through the city. He was right - many small East Texas towns boomed from this. But Jefferson already had its port and felt that the trains would detract from the landscape or some such. So Gould cursed the town for not bending to his will and built several tracks encircling the city, but never going within the city limits.
