Nothing to do with a highway or any road, for that matter. Neither is it anywhere near DC. Actually, it is not anywhere on the east side of the country.... nor on the west.
As hinted to by glc, it's sorta in the middle of the country. But there is a similar monument in the west which is very popular.

I'm going out on a limb here. It reminds me a LOT of the Observation Tower at Grand Canyon's South Rim, the one designed by Mary Colter. She also designed a few of Fred Harvey's hotel and restaurant interiors, back in the day. I may be all off, though -- that's just what it reminds me of. It, too, is a day's drive from Mark in LV.
