Yes, that would likely be a much better option than trying to buy a car, and is a very good find. I used Fox myself when I was under 25, in part because of the low underage fee, but I didn't realize they allowed rentals to those 19 and up. While it appears that they only charge $15 a day for drivers under 25 (something you'll likely have to pay twice if you are both going to drive), I would double check to make sure there isn't an extra surcharge for being under 21. Most places that do allow rentals to 18-20 year olds charge about $50 a day in fees to those young renters. I don't see anywhere on the Fox website that appears that they do, but I would double check just to make sure.
