Yes, that would likely be a much better option than trying to buy a car, and is a very good find. I used Fox myself when I was under 25, in part because of the low underage fee, but I didn't realize they allowed rentals to those 19 and up. While it appears that they only charge $15 a day for drivers under 25 (something you'll likely have to pay twice if you are both going to drive), I would double check to make sure there isn't an extra surcharge for being under 21. Most places that do allow rentals to 18-20 year olds charge about $50 a day in fees to those young renters. I don't see anywhere on the Fox website that appears that they do, but I would double check just to make sure.

As far as "cheapest airline" is concerned, the airlines in the US are unregulated and rates fluctuate a LOT. You could check a consolidator such as Priceline, plus individual websites for the airlines. Be aware that Southwest and one other (whom I can't remember the name of, right this moment) do not put their fares on the consolidator's site.

Note that Fox cars have geographical restrictions:

Vehicle rentals originating in the states Arizona, California, Colorado, Nevada, Utah and Washington can only be driven within the states of Arizona, California, Colorado, Idaho, Kansas, Nebraska, Nevada, New Mexico, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington and Wyoming. Vehicles originated in Florida must remain in the state of Florida.

Also, you cannot have additional drivers if paying by cash or debit card, you will need a credit card. If you don't have a US driver's license you will need a license from your country, an International Driver's License, and a passport (yes, all 3).
