It's from the Marina Blvd, the browny coloured building is the Fort Mason centre.
I can't remember if the fog was coming in or burning off again [you can see it on top of the towers] but one moment it was a warm, pleasant day and the next chilly damp and very little visibility and then back again.
Typical of SF.
Where is this?
Canon, military style mast and fireplaces.... Hmmm, must be a US Army fort in the west someplace.... I know I never been here! (good job). Now, the hunt begins...

Where: Arlington National Cemetery, Washington DC.
To visit the cemetery and see all the grave stones is a very sobering and poignant experience. All in one way or another gave service to their people and country. It is the nation's premier military cemetery and shrine honoring those men and women who served in the Armed Forces.
The two stones in particular:

And the smaller one to its right Lee Marvin.

I was going to guess Sand Dunes NP, but I thought I remember the dunes there being more surrounded by mountains. Where in the park did you take that photo?

The sign at a military site would probably say office or officer instead of organization. The National Labs like to put their name on signs. The high level repositories at Yucca Mountain and Carlsbad bury stuff deep. These signs seem to warn that the bad stuff is shallow.
Perhaps the uranium mill tailing burial site south of Grand Junction, Colorado?
