He clarifies it in his first sentence, though. The difference is weather patterns - he could run into a different sequence of weather!
Either way, he's better off avoiding Western New York at all costs.

Well, cooling system - condition of coolant, hoses, etc., because if you have a bad cooling system, you have a bad heating system. Not sure if that car has an interference-type head, but timing belt should be checked (or at least that it has been properly maintained). Tire condition, braking system, SPARE TIRE AND JACK, suspension.
Some of these you can easily do yourself, like spare tire, tire condition, and suspension, and you probably know when the timing belt was last changed from maintenance records. If any of your underhood hoses feel soft or brittle, get them changed yesterday. The worst feeling is being stranded because of a $15 part.
