Welcome to the Trip Advice Forums. There's not a specific tool to "avoid interstates" but you can create maps to go on any paved road in the country. And to a lesser extent on many unpaved roads.
Here is a thread that explains how the RTA Maps program works.

I am not sure how the programming to enable such a feature might work. I will run this past our development group and see what the possibilities might be.

What a nice thought, thanks so much.
My Garmin has an "enable avoidances" feature that includes "highways," but seems actually to only filter out interstates as it frequently routes us to state and US highways.
And in the meantime, while you are still at home. You could create a custom route that never goes on any interstate highways.
And most, if not all, of the routes in the RTA Library avoid travel on Interstate Highways.
The thing to remember is that some Interstate Highways are incredibly scenic and fun to drive. Like I-70 through Utah -- or for that matter all the way to Denver.

One of my favorite drives in the country is I-15 between Devore, California and Las Vegas. I have driven that section something like 150 times in the last decade.
Megan Edwards (co-founder of RTA) has an alternative route from LA to LV.
Oh, in our production meeting today, the lead programmer thinks it is likely that we'll have the option to avoid travel on Interstate Highways, (on the RTA Maps program) by early Fall. Maybe sooner.

I-81 follows the spine of the Appalachians all the way from Watertown NY to Knoxville TN, and the biggest metro area along that entire length is Scranton/Wilkes-Barre.
