    Does anyone know how to avoid Cabbage Hill (Deadman's pass) between Pendleton, OR and La Grande, OR heading south?

    Highways generally follow the path of least resistance. They're not as bad as railroads in having to follow the flattest (nearly level) route possible but they're not going to go out of their way to avoid the best route possible. I-84 between Pendleton and La Grande is a good example. You're going from around 1200 feet to around 2800 feet with only a 3631 foot elevation pass in between as you thread your way through the Blue Mountains. I-84 is as safe, flat, and straight route as you're going to find. Any other alternative would be either less easy or significantly longer (by factors of twice, thrice, or more).
