You would have to be pretty "Ugly Americano" to irritate a local or Federale cop sufficiently to go to jail -- bribes are part of the deal and if you are going to travel in some of the dicier sections of Mexico you ought to expect to pay. Don't cross the border with drugs, guns or other contraband, and most importantly, leave the 'tude behind.
If you want a fun border experience I would go, instead, to Aqua Prieta and park on the USA side of the crossing at Douglas, Arizona. I have done it several times over the years. Bars are friendlier and the mescal is just as nasty there as it is in TJ.
Mexico is a beautiful country and the people are, like most places, warm and welcoming. There are bandits and you do need to keep your wits alert.
I really like Baja California -- La Paz is a fun place to be and the bread and fish sandwiches at San Felipe (yummy!) Your US dollars will stretch for food like you can't believe.

It is about an hour away if you are driving a F-16... Douglas, Arizona is about 526 miles southeast of San Diego. -- If you are driving a four-wheeler it would be about nine hours away...

*Grins* Hey if you're going to be sane, it's always the best way to stay out of trouble. TJ can be a fun town -- but you've got to go into it realizing you're guests in someone else's home town, and in their country. I haven't got any rough stories myself (other than dodging the insane traffic there), but I've got friends with a variety of stories from doing stupid things. I'll just leave them as they were doing stupid things and what happened to them was caused by that.
There are lots of good restaurants in the SF area, and several really good ones on Fisherman's Wharf. Problem like any other big city, is that reallly good food in a very scenic location usual means fairly expensive and probably fairly busy. Check out a web site for Fisherman's wharf and see what comes up -- Alito's, Sabella's, Castanolga's, Pompeii's Grotto and Scoma's are some of the old traditional very good ones. (Stay away from the chains like Joe's Crab Shack, in my opinion. Not that the food is bad, but they're chains -- same food everywhere....)
And if you're in SF, its alway fun to do dinner or lunch in China Town. Last time I was in SF, I took the Cable Car, then walked into Chinatown for an early lunch (again several good places -- but Empress of China has been my favorite for a loonnnggg time), and then after a day of sightseeing different places, I took the Cable car down to Fisherman's Wharf, ending up the day with a dinner at Alito's.
