OK, somewhat narrowed down
I was sorta guessing it was in Ohio and have been looking at various bridges, I'd noticed the railroad bed -- but it didn't look in use. A river runs nearby eh? In Ohio -- well, there can't be more than 500 such places.... in Ohio.
OK, OK, thanks for the clues --

What you don't want to see from a kayak!
Assuming you are not in a kayak.... Where would you see this?

A Brillant Collaboration!
Yes, that is the Willamette Falls -- and it would be an intimidating sight if you were in a kayak!

You are a deductive analyst aren't you?
Hint #2:
OK, it's not as far north as Minneapolis, but it is north of Des Moines....And in the matter of "fair dealing" it has to deal with "lake effect" weather in the winter....And... oh yeah, it is a court house. But where is it?

It helps if I can read -- Hint #4 (and final)
Oh, S-T-A-R-S. Not stairs. Yeah. OK.
Known:
It's a court house
It's in Michigan
It shares an affinity with Detroit
It's close enough to a great lake to feel lake-effect storms (maybe not the one you're thinking of)
It's actually eastern Michigan
The city's name has seven letters
It was first settled in 1818
The city was incorporated in 1861
GM is still the largest employer
not your grandfather's...
Pontiac. And here I was pulling for Bowling Green.
Excellent Work! & a tiny little Oops!

It's the Pontiac, Michigan Courthouse....oooops

OPERATOR ERROR, OPERATOR ERROR, OPERATOR ERROR,
Here's mud in the eye....(mine)
It's actually the Livingston County Courthouse in.... Pontiac, Illinois
Here's Gerald's original field report (with more photos).
Evidence of the truism... "A little knowledge can be a dangerous thing"....

Headed back to the western reaches....
Although not as gorgeous as the bridges that Mass Tim posted in Ohio, this one won an award a few years back for the "most beautiful steel bridge." Do you know the location? The name of the bridge and the year of the award?

"No clues here.jpg" -- Come on....

The New Jersey State Capitol Building
Howza about the New Jersey State Capitol Building in Trenton, New Jersey?
Actually, I'm not positive about this -- one of the domes -- this one looks correct, but the rest of the facade is missing... But the architecture is similar, so am I getting warmer?
Nope... this isn't quite the right match. but the Federalism style is familiar -- where have i seen it???
Maybe on a building in Manhattan -- NYC? Am I any warmer yet?

Iowa State Capital Building
My eyes are now crossed.... Been looking at a lot of photos of capital buildings.
But I think we have a "winner". In Des Moines, Iowa!
Good work Peter, -- that was a toughie!

That would be the "Field of Dreams" field?
Somewhere in Iowa?
Here's what IMDB says about it in their trivia section:
The studio built the baseball diamond on an actual farm in Dyersville, Iowa. After the filming was completed, the family owning the farm kept the field, and added a small hut where you could buy inexpensive souvenirs. As of 1990, visitors were free to come to the field and play baseball as they please.
Yep, You're Both Correcto
After that brain puzzler thrown at us by Peter Thody, I thought we deserved an easier one...And that fact that it was also in Iowa, seemed fitting somehow. Here's more about the site. Gerald Thurman visited it and reports that, in fact, anyone can go out and play on it. It' s near Dyersville, Iowa.
Build it, And they will come... And they still do!
