First off: congratulations on finding the dog run; awesome!
While it looks familiar, it DOES NOT seem to be from any of the three totem clusters I've visited:
Saxman Village in Ketchikan, AK
Thunderbird Park in Victoria, BC
City of Duncan, BC
Yes/no?
UKCraig -- that was quite a find. I looked at that exact guy's Flickr account (as it turns out -- but after looking at way too many photos of a parade in Maine... I gave up) Your searching skills are impressive! How far did you have to go in his photo gallery to reach Blandford, Massachusetts?

The famous Stanley Park totem poles are the work of various North-west Coast Indian tribes. The oldest erected here were acquired by the city in 1912. Also worth seeing is the more than 100 year-old Nootka canoe.
The Stanley Park totem poles are located near Brockton Oval, just a short distance from the seawall. An interpretive centre stands near the totem polls, along with a give shop. The totem poles are well labelled with accompanying histories and stories. read more here...
Beautiful photo capture -- those colors are awesome!

If you know the early history of RTA, you'll spot a real clue as to the age of this photo and maybe even the location....

Where is this? Do you know what event is being wrapped here?

Well, that looks to faintly be the Phoenix One sitting under the tree. However, I'm not seeing any good clues that would help me figure out the location of this tent.
This may be too self-reverential..... but

The logos for the Phoenix One were brand new in January, 1996 and the image is a bit too blurry to really tell that....
The Phoenix One is sitting next to a trailer at Brookside Park and the tent that is being taken down is one of the float building tents for the Tournament of Roses Parade in Pasadena, Caifornia. Here's a brief explanation from January, 1996!

Where am I standing?

Yep. It looks like the North Window at Arches NP
But then the scale doesn't look right....

Not Delicate or Turret either, and doesn't look like any of my shots from Devil's Garden trail, so maybe South Window?
Hmmm. In looking again, I'm not sure whether the shot above is North or South window... in any event they both appear larger than Mark's photo.
