Driving time from Seattle!
Clue #1: It's about a two hour road trip from Seattle, Washington to this spot....

Yeah, I can see it now.
That appears to be Angel Island on the left, and Alcatraz on the right, so we're somewhere on the northern tier between Fort Point and Fisherman's Wharf, so I'm going to guess this is the Wave Organ, and a Google search on that turns up this site.

CalOldBlue -- Yep, that's the Wave Organ -- the sound pipes are mostly filled with sand these days -- no one is really taking care of the installation any more. But it's still one of my favorite places to go and watch the sailboats and etc cruise by!
And it tickles me to stump Twilight, who like you, knows the bay area pretty dang well!

The background through the trees are definitely mountains.
though there is water between this spot and those mountains, it's too low to see in the frame... since it's taken roughly 1800 ft above sealevel.
