There is simply no way to get across the US at the end of December without having a chance of seeing winter weather. Even the southern most routes can and do see snow and/or ice.
Your best bet is always to take the most direct route, which means you'll be on the road for the least amount of time, and will give you the most time to sit and wait out a storm if one arises.
In this case, there are 2 routes that are nearly identical in terms of distance.
One would be I-84 to I-80, and across.
The other would be to take I-84 to US-395 to I-90 to I-80 at Chicago. (with the option of taking I-94 or I-90 across the Dakotas).
Your best bet is to consider both of those options, and then make your decision based on the route that has the best forecast for your specific dates of travel. You should plan for the drive alone to take 5-6 days, and if you plan to take at least 7-8 days, then you'll have some wiggle room if bad conditions do arise.
