It always pay to check the specific forecast just before you leave, but very, very generally speaking I-90 is at a lower elevation across the Rockies than I-80, and is somewhat less likely to deal with the blowing snow problems that are fairly common across Wyoming.

I-84/I-80 is a tougher tow than I-90 at any time of the year. It's at a higher altitude and I-80 across Wyoming in particular is subject to some pretty harsh crosswinds. In the winter, it also is subject to black ice and blowing snow as Michael has said.
